2011年6月20日至22日，天津排放权交易所在亚太经合组织低碳示范城镇论坛（“本次论坛”）会场设立服务站点，为自愿参与本次论坛碳中和的参会代表提供交易服务。这是天津排放权交易所首次尝试现场服务。

　　按照自愿参与原则，参会代表可以通过交易平台购买抵扣指标，为本次论坛碳中和做贡献。抵扣指标的碳减排量来自中国福建顺昌洋口水电站项目。天津排放权交易所和中国建设银行在会场提供全程服务，接受现场支付。交易完成，抵扣指标予以注销，天津排放权交易所提供碳中和电子交易证书，并根据客户意愿在网站公示注销信息。

　　天津排放权交易所总经理王靖说：“自愿碳减排是国家大力倡导的方向。开展碳中和交易有助于普及碳减排基础知识，帮助大家参与应对气候变化行动,促进自愿碳减排。这次推出的现场交易，就是为满足日渐高涨的碳减排需求设计的客户化服务模式。今后,我们将继续按照国家相关部门要求和市场需求,不断提升服务能力。”

　　天津于家堡金融区于2010年被确定为亚太经合组织框架内首例“低碳示范城镇”。于家堡金融区重视运用市场手段推动低碳发展，2009年加入天津排放权交易所自愿减排联合行动，2010年大力支持天津首批低碳交通卡发行。

　　碳中和

　　碳中和，又称零碳排放，是指通过碳汇、抵扣或购买足够的碳减排量，用于对冲相同数量的碳排放。这些碳排放一般来自交通、能源制造和工业生产过程。

　　碳足迹

　　碳足迹是指由某一组织、事件、产品或个人引起的温室气体排放的总称。这些温室气体产生于食品、建筑物、服务等的生产、消耗以及运输过程。基于报告的简便性，碳足迹通常以二氧化碳或其他温室气体排放的碳当量。

　　自愿减排量

　　自愿减排量（VERs）。

　　VERs可按照多个自愿减排标准中的某一个标准进行开发和计算。这些标准制定的规则中确定了碳减排量的计算方式，可为VERs购买者提供保证。VERs一般通过自愿认证过程，由独立的第三方来进行核证。

　　Carbon Neutrality

　　Carbon neutrality, or having a net zero carbon footprint, refers to achieving net zero carbon emissions by balancing a measured amount of carbon released with an equivalent amount sequestered or offset, or buying enough carbon credits to make up the difference. It is used in the context of carbon dioxide releasing processes, associated with transportation, energy production and industrial processes.

　　Carbon Footprint

　　A carbon footprint is "the total set of greenhouse gas (GHG) emissions caused by an organization, event, product or person." Greenhouse gases can be emitted through transport, land clearance, and the production and consumption of food, fuels, manufactured goods, materials, wood, roads, buildings, and services. For simplicity of reporting, it is often expressed in terms of the amount of carbon dioxide, or its equivalent of other GHGs emitted.

　　Voluntary Emission Reductions

　　Voluntary Emission Reductions (VERs) may be developed and calculated in compliance with one of several VER standards. These set out rules defining how emission reductions are measured. Standards provide assurance for buyers of VERs. Voluntary Emission Reductions are usually certified through a voluntary certification process.
